Reading the map like a rider
The rule that catches adults out
Most riders assume helmet laws only apply to children, and for Class 1 and Class 2 that is broadly true. Class 3 is the exception: 12 jurisdictions extend the mandate to every rider — Alabama, California, Connecticut, Delaware, Georgia, Kansas, Louisiana, New Jersey, New York, Ohio, Tennessee, Virginia. If you ride a 28 mph pedal-assist bike in one of those, an adult riding bare-headed is a citable offence, not a personal choice.
There is no single national norm
The largest single group is "no statewide class 3 helmet requirement" (19 of 51) — but it is not a majority, and that is the point. 19 jurisdictions set no statewide Class 3 helmet rule while 12 require one for everybody, and some set the threshold as high as 21. Riding across a state line can change the rule completely, so check the destination rather than assuming your home rule travels with you.
Passengers count too
Several of the all-riders states write the rule to cover operators and passengers. On a cargo or family e-bike that means the child on the back needs a helmet even where the general bicycle helmet law would not reach them. Check your state guide for the exact statutory wording before carrying passengers.
