HLOIE Folding 14

HLOIE sells one configuration here: a peak 750 W brushless hub motor, a 20 mph top speed, a removable 48 V 12 Ah battery that charges in 4-5 hours, 14-inch wheels on a folding frame with an adjustable seat and handlebar, a "shock absorption system", disc brakes and front and rear lights. The stated weight is 62 lb. There is no payload rating, no torque figure and no folded size, and the listing does not say what the suspension actually is.

We could not check any of this against the manufacturer. The HLOIE store at hloiebike.com is password-protected and not yet open, and the hloie.com domain is parked and listed for sale. Two other sites carrying the HLOIE name are Amazon affiliate pages, not the brand. That leaves the Amazon listing as the only source, which is a thinner footing than we would like for any bike.

As the listing reads today, yes. The US framework puts Class 1 and Class 2 at a 20 mph assist limit, with a throttle allowed on Class 2, and Class 3 at 28 mph with pedal assist only in most states. The federal definition in 15 U.S.C. 2085 caps the motor at 750 W rated. HLOIE quotes only a peak figure, but a motor that peaks at 750 W cannot be rated above 750 W, so the wattage does not push it out of the federal definition. With a throttle and a 20 mph cap, that is Class 2, legal in all 50 states.

There is one thing to check. Search snapshots of this exact listing show its title used to say 23 mph, and other HLOIE listings with the same battery still advertise 23 mph today. A 23 mph throttle bike would fit no class. The current title says 20, so that is what we publish, but look at the display on your first ride. 48 V x 12 Ah is 576 Wh. HLOIE claims 21-35 miles in pure electric mode and 35+ miles with pedal assist.

The top of the throttle claim works out to 576 / 35 = 16.5 Wh per mile, which is optimistic for a 62 lb bike on small wheels with nobody pedalling. The bottom end, 576 / 21 = 27.4 Wh per mile, is a realistic throttle-only figure for a heavier rider. The 35+ mile pedal-assist claim is 576 / 35 = 16.5 Wh per mile as well, and that one is achievable in a low assist level. We plan on about 25 miles of mixed riding, which is 576 / 25 = 23 Wh per mile. That is still more range than the 480 Wh minis will manage under the same conditions.

The listing claims UL 2849 and a GCC (General Certificate of Conformity, the document a US importer issues for consumer products). It does not name the laboratory that tested the bike, and it makes no separate UL 2271 claim for the battery pack. That is a weaker position than the RPINT Mini 14 and Askmy Mini 14, both of which name SGS for UL 2271 and UL 2849. The 180-day warranty is half of what most budget brands on Amazon offer. With no brand website and no published support channel beyond Amazon messaging, assume Amazon's own return window is your main protection and inspect the bike closely as soon as it arrives.

Among 14-inch folders the HLOIE leads on price and battery. The LELEKUAI T5 at $159.99 (as of Sep 16, 12:01 PM EDT, subject to change) is Amazon's #1 folding seller with a 480 Wh pack, but its title and maker say 24 mph, which puts it outside every class. The RPINT Mini 14 at $199 (as of Sep 16, 12:01 PM EDT, subject to change) has a smaller 480 Wh battery but a named lab for both UL standards, a stated 260 lb payload and a lighter 55 lb frame. The URLIFE Mini 14 at $198 (as of Sep 16, 12:01 PM EDT, subject to change) is a documented Class 2 with UL 2849 but never publishes its battery size. If range is what you are buying, the HLOIE gives the most for the least. If you want the safest paperwork, the RPINT is worth the difference.
