Which is street legal?
The DEEPOWER QS7 can be street legal as its manual says it ships, and the Jasion RetroVolt 330 cannot be shown to be legal as its maker describes it. The US three-class system caps Class 1 and Class 2 at 20 mph and Class 3 at 28 mph with pedal assist only, and the federal consumer-product definition in 15 U.S.C. §2085 is written around 750 W rated output. Which is better for two riders?
The Jasion RetroVolt 330 is the better choice for two riders, because its bench is marketed for short passenger trips and our QS7 review records no passenger claim from DEEPOWER. Both bikes carry a 330 lb payload rating (the QS7's from its manual; DEEPOWER's product page says 440 lb), and that limit has to cover both riders plus anything carried, which two average adults can exceed. Many states restrict carrying a passenger on a bicycle not designed and equipped for it, so check local rules first.
Which has better suspension?
Both have a real rear shock, and the DEEPOWER QS7's is the better documented. DEEPOWER lists a 150 mm inverted front fork and a centrally mounted nitrogen rear shock, and its product photos show both.
